So all you need to do is set your clone one level below what you have at the moment and pod yourself till you get the desired result. You will loose an amount of skillpoints equal to the difference between your total skillpoints and the clone level, or one entire level off your highest trained skill IIRC. To loose a lvl, you need to be podded without a fully updated clone.

Well, thats not entirely true, you can unlearn skills. Don't hold your breath, it's been known for a long time and the Devs haven't said a thing.
